`extends` target not permitted

What it means
An extends note on a rule that is not Abandoned, Retired or Terminated references a rule whose entity's visibility does not permit inheritance from the note's Realm or is narrower than that of the entity holding the note (NTE-012). Short references count.
How to fix it
Reference another rule, or supersede the rule and retire it: the note itself can't change.
