What it means
An extends/related note or the body of a live rule makes a qualified reference to a rule that is Abandoned, Terminated or superseded. Text in backticks is ignored in bodies.
How to fix it
Point the reference at the rule that replaced it, or remove it. In a body, wrap the text in backticks if it is not a reference.
