What it means
A supersedes/extends/related note of a live rule qualifies a reference with a Realm outside the tree that is neither a dependency of the note's Realm nor a declared sub-realm of one (NTE-007).
How to fix it
Correct the qualifier, or add the Realm with strspc realm dep add.
