What it means
A live rule's overrides target is not in the entity's inherited rule set: the entity inherits nothing, the target is unknown, or an ancestor already overrides it.
How to fix it
Point overrides at a rule this entity inherits, and check that inherits is set and that no ancestor already overrides the target.
