What it means
Two live rules of one entity override the same target. A rule is live unless it is A or T or a rule that is not A supersedes it.
How to fix it
Keep one override of the target. Abandon a Draft duplicate with strspc rule abandon, or replace a later-stage rule with strspc rule supersede.
