Malformed note ID

Module: rule-lint
What it means: A note ID is not <rule_id>/<NN>, or its prefix differs from rule_ref.
How to fix it: Write the note ID as <rule_id>/<NN>, with exactly two digits and the same rule ID as rule_ref.
