What it means
inherits changed on an entity whose base version has a rule beyond Draft, or was removed on one whose base version has a Published or Implemented rule.
How to fix it
Restore inherits. It is fixed once a rule has left Draft, so give a different parent to a new entity. To drop it, first retire the entity's rules.
